Honda built the facility in 1997, largely to bring the American CART series to Japan and to learn from US open-wheel racing at first hand. The original name, Twin Ring Motegi, described the layout literally: a 2.5 km oval and a 4.8 km road course sharing one site, an unusual pairing anywhere and unique in Japan.

The oval never found a lasting purpose. IndyCar raced on it for the last time in 2010, and it stood mostly idle afterwards. Honda Mobilityland renamed the venue Mobility Resort Motegi on 1 March 2022, its twenty-fifth anniversary, playing up the hotel, campgrounds and attractions and quietly dropping the reference to a second ring that was no longer used. The oval has since been decommissioned and is being turned over to spectator seating and camping.
